Saudi Arabia Bechtel Co. is currently searching for specialists to work on the Jubail Industrial City project in Saudi Arabia. Jubail II will add a second industrial area to house up to 22 new primary industries. The project calls for the expansion of King Fahd Industrial Port, pipeline refurbishment, increasing capacity of the cooling system, and new desalination plants.
Cost & Change Engineer
Location: Jubail, Saudi Arabia

Accountability:
* Provide and manage cost control by recording project cost and progress under PCM direction;
* Prepare Work Plan Budget and Forecast expenditure;
* Record inception to date expenditure and prepare the monthly progress report / Contract status reports;
* Participate in reviewing scope changes and change orders;
* Implement the project change management program;
* Operate P6 planning software ? update bi-weekly including resource loading and earned value measurement;
* Ensure proper monitoring, management and close-out of projects;
* Report on a regular basis to management and liaise when necessary with other disciplines in the project team and the owner?s organization.
Key Technical Skills:
* College/University Degree in Civil engineering with substantial experience in Engineering and Construction Industry;
* Work experience as Cost Engineer or Planning Scheduling Engineer on heavy industrial projects, preferably in Buildings, Site Development and Roads & Bridges projects;
* Experienced in estimating the cost of manpower, budget preparation, and staffing analysis, cost tracing and monitoring;
* Advanced knowledge of programming in Microsoft Access (desirable) and hands on experience in Microsoft Word and Excel and Primavera Planner required;
* Previous experience with Bechtel and Middle East is desirable;
* Relevant university degree required
